ENGLISH COMPETENCY The vocational and industrial education program must implement the Graduate CouncilÕs policy on English competency for PhD candidates. A recent review of the programÕs implementation plan by the Graduate CouncilÕs Committee on Academic Standards reminded us that the professorÐinÐcharge of the program must Òformally attest to the competency of PhD candidates prior to their scheduling the comprehensive examination.Ó Therefore, please be aware that, prior to any request that Passmore make through our professorÐinÐcharge to have the Graduate School schedule a comprehensive examination, he must ask our professorÐinÐcharge to certify to the Graduate School that you have: (a) completed your residency requirement, (b) fulfilled your PhD language requirement, and (c) attained English competence. An assessment of English competency is made in our program during doctoral candidacy examinations. If you were notified that you presented deficiencies in English competence at your candidacy examination, some method is needed to determine whether you have attained an acceptable level of speaking and writing competency.
